グローバル化の恩恵を自国の経済活動に生かし、産業競争力を高めるためにはグローバル・バリューチェーンがその国のイノベーション・システムとうまく連携することが重要であることが先行研究などで明らかになっています。本セミナーではこの考え方をラテンアメリカの鉱業セクターにあてはめ、政策的課題の策定に活用することを目的とします。

前半では、あまりよく知られていない鉱業セクターのイノベーションの仕組みについて説明します。鉱業は今まで「資源の呪い」と考えられ、産業発展への足かせと考えられていましたが、当セクターを産業発展に効果的生かすことができるのではないか、という考え方が近年の学術研究、WIPO及びOECDの研究などによって認識されつつあります。特にデジタル技術などの導入によって生産性を向上することはこれからの鉱業にとって重要であるとともにこれら技術をほかのセクターに横展開することで大きなインパクトを与えることができる可能性があると考えられます。

後半は2018年まで米州開発銀行のリードエコノミストを務められていたPietrobelli先生の来日の機をとらえ、長年研究されているグローバル・バリューチェーンとイノベーション・システムの連携をラテンアメリカの鉱業セクターの例から政策課題を導きつつ論じていただきます。特に、現在米州開発銀行から依頼を受けて行っている「鉱工業バリューチェーンと競争力プロジェクト」のペルー、ブラジル、アルゼンチンの事例から政策的課題を明らかにし、グローバル・バリューチェーンとイノベーション・システムという枠組みで政策課題を提示する可能性を具体例から明らかにします。

Previous studies have revealed that it is important for the global value chain to work well with the country's innovation system in order to utilize the benefits of globalization in its own economic activities and enhance industrial competitiveness. The purpose of this seminar is to show this by applying to the Latin American Mining sector.

In the first part, the mechanism of innovation in the mining sector will be explained. Mining sector has been considered as the “curse” that hampers industrial development. Recent researches from academia, WIPO and OECD portrays different picture with deeper insights on knowledge creation process in this sector.

The second part is the presentation by Prof. Carlo Pietrobelli, Head of Economic Department, University of Rome Tre and the former lead economist at the Inter-American Development Bank. He has been studying about the linkage between the global value chain and the innovation system for many years. He will discuss how innovation systems and global value chains can contribute to deeper understanding on sectoral issues as well as utilized for policy formulation with specific examples from the mining sectors and beyond. In particular, he will present some findings from “Industrial Value Chain and Competitiveness Project (cases of Peru, Argentina and Brazil” of Inter-American Development Bank where he acts as project leader.

Head of Department of Economics, University of Roma Tre, Italy, and
Professorial Fellow, The United Nations University – Maastricht Economic and Social Research Institute on Innovation and Technology (UNU-MERIT)
He is a Professor of Economics at University Roma Tre, Italy, Professorial Fellow at UNU-MERIT, Maastricht, and Adjunct Professor at Georgetown University, Washington D.C.. During 2009-2016 was a Lead Economist at the Inter-American Development Bank, where he led the preparation of development loans in Latin America and the Caribbean on innovation and industrial policies, and on cluster and value chains programs, small and medium-sized enterprises and local economic development.

His research interests range from development economics to innovation, trade, industry and global value chains in developing countries. He has published widely in international journals and his last books were published by Harvard University Press, Edward Elgar, Palgrave and Routledge.

　発展途上国や新興国における持続可能な発展促進、自然資源、農業分野における開発及びイノベーション政策を主な研究分野とする。国連大学マーストリヒト技術革新・経済社会研究所にて研究員(UNU-MERIT：2008-2018）、国連ラテンアメリカ・カリブ経済環境委員会にて環境担当官（UNECLAC：1997-2000）、財団法人国際開発センターにて研究員（IDCJ：1993-1996年、2000-2002年）、2018年より現職。

Michiko Iizuka specializes in the policy studies on development, innovation in the area of sustainability, natural resources and agriculture in developing and emerging countries.
Prior to joining GRIPS, she was a research fellow at United Nations University Maastricht Economic and social Research and training center for Innovation and Technology (UNU-MERIT: 2008-2018), as an environmental officer at United Nations Economic Commission for Latin America and Caribbean (UNECLAC: 1997-2000) and a researcher at the International Development Center of Japan (IDCJ: 1993-1996, 2000-2002).
