“Developing EU Net Zero Missions: Implications for the Policy Cycle and Lessons for Development”

Mission Oriented Innovation Policy for Net Zero has developed in many countries, and the OECD has documented 101 missions launched since 2018. In the EU, five missions were started in 2021 under the Horizon Europe Programme, four of which have green or Net Zero objectives. These support an ambitious EU agenda for a 55% net reduction of greenhouse gases by 2030 and Net Zero greenhouse gas emissions for EU countries as a whole by 2050. The EU’s Green Deal is the overarching policy which brings together many separate programmes and actions.
This lecture will present first how the policy cycle of the EU’s missions is characterised by 8 distinct steps (political intention, legitimation, legal policy framework, governance, design, launch, evaluation) and review some of the future challenges.
Second, each of the four green deal missions will be described, with common points of reference identified.
Third, drawing conclusions, the policy cycle for EU missions will be contrasted with what is presented as the standard model; the relationship with fit between EU missions policy and transformational innovation policy will be presented and; the EU’s experience of the Net Zero missions will be linked to wider lessons documented in new work carried out by the OECD.
Finally, a reflection on policy options for the continued development of the EU’s existing or possible new missions will be presented.

「EUのネット・ゼロ・ミッションの開発： 政策サイクルへの示唆と開発への教訓」

ネット・ゼロに向けたミッション指向のイノベーション政策は多くの国で展開されており、OECDは2018年以降に開始された101のミッションを記録している。EUでは、2021年にホライゾン・ヨーロッパ・プログラムの下で5つのミッションが開始され、そのうちの4つがグリーンまたはネット・ゼロの目標を掲げている。これらは、2030年までに温室効果ガスを55％削減し、2050年までにEU諸国全体の温室効果ガス排出量をネットゼロにするというEUの野心的なアジェンダを支援するものである。EUのグリーン・ディールは、多くの個別のプログラムや行動をまとめる包括的な政策である。
本講演では、まず、EUのミッションの政策サイクルが、8つの明確なステップ(政治的意図、正当化、法的政策枠組み、ガバナンス、設計、立ち上げ、評価)によって特徴づけられていることを紹介し、今後の課題について検討する。 第2に、4つのグリーン・ディール・ミッションのそれぞれについて、共通点を明らかにしながら説明する。 第3に、結論を導き出すために、EUミッションの政策サイクルを、標準モデルとして提示されているものと対比させる。EUミッション政策と変革的イノベーション政策との適合関係を提示し、ネット・ゼロ・ミッションにおけるEUの経験を、OECDが実施した新たな作業で文書化されたより広範な教訓と関連付ける。 最後に、EUの既存または新たなミッションの可能性を継続的に発展させるための政策オプションについての考察を行う。
