Data is increasingly considered to be a key component in stimulating innovation to tackle sustainability challenges. Emerging data-intensive technologies, including the Internet of Things (IoT), artificial intelligence (AI), and blockchain, have opened promising opportunities for addressing climate change and the circular economy. Little empirical research, however, has been done to examine what kinds of data governance have been introduced and how they affect innovative activities in smart cities. In this seminar, we discuss various approaches to implementing data governance and their impacts on creating innovation in smart cities. In particular, we examine what kinds of data are available and accessible, how these data are managed through collaboration between government and stakeholders, and how the mode of data collaboration influences their innovative efforts in smart cities in Japan and China. Policy implications are explored for establishing data governance that will facilitate innovation to address sustainability issues while addressing societal concerns about data security and privacy.
