The OECD Science, Technology and Innovation Outlook 2018: main messages and knowledge management building blocks

概要 | The OECD Science, Technology and Innovation (STI) Outlook is a flagship publication produced every two years that reviews key trends in STI policy. It draws on a mix of information on countries’ STI policies, the latest statistical data, and the latest academic work in the field. The presentation will be in three parts. The first part will provide an overview of the 2018 edition of the STI Outlook, highlighting its main messages and describing the preparation process. A key pillar of the STI Outlook is data gathered from countries on latest developments on their STI policies. In this regard, the second part of the presentation will describe a new knowledge management system – the STIP Compass – developed by the OECD and European Commission to collect, store and visualize information on countries’ STI policies and to link it semantically to other resources, including statistical data. As an open platform, STIP Compass supports not only OECD policy analysis but also countries’ own information and analysis needs. The OECD is, of course, not alone in developing knowledge management platforms in support of STI policy analysis. The third part of the presentation will report on an OECD project to map digital science and innovation policy (DSIP) initiatives in more than 30 countries, including Japan’s SciREX project. These initiatives promise to transform the evidence base for STI policy analysis, but also face several challenges, which will be discussed in the presentation. |

講演者情報 | Michael Keenan (BSc MA PhD) is a Senior Policy Analyst in the OECD’s Directorate for Science, Technology and Industry. He has worked in the science and innovation policy field for more than two decades, focusing chiefly on strategic policy intelligence practices (e.g. foresight, evaluation, knowledge management) and national innovation system analysis. He is currently responsible for the OECD’s STI Outlook flagship publication, the latest edition of which was published in November 2018. He also leads three OECD digital projects: (i) STIP Compass, a knowledge management platform developed with the European Commission that is powered by semantic ontologies; (ii) the Innovation Policy Platform, a project with the World Bank that provides a web-based knowledge management tool in support of innovation policy-making; and (iii) Digital Science and Innovation Policy (DSIP), a project that reviews contemporary developments in national digital research information management infrastructures and their potential to transform science and innovation policy and governance. |
