+Quick Report from the Third SciREX Seminar: How to involve citizens in Government: Case Study of ICT Platform in Chiba City

ReportMr. Mitsumi Yoshihara from Chiba City Government began his talk with the “Chiba Report” system that tries to solve problems in Chiba City through collaboration between the local government and the citizens. The information previously shared only between the citizens and the government became open online, which led to develop to an Open Government.

 

Mr. Yoshihara then went to the details of the system. The citizens send a message to the local government about whatever they found in their daily life, including photos of cracks on the roads and graffiti or scribbling in the parks. The city office sorts them out to (1) items to be solved by the city officials, and (2) others to be solved with the citizens’ cooperation. The result showed that 80% of the reporters were workers in the ages of 30’s-50’s who normally do not have much communication with the city office. This means that the system was successful in opening the circuit between the government and the citizens. On the other hand, the challenge is to continue to increase the number of registrants, supporters, and active users of the system.

 

This new project commenced in November 2016 became the model case for various cities all over the nation. As a result, platforms have been established in cooperation with the University of Tokyo’s study group. This platform “My City Report” has more advanced system than in the case of Chiba City. The new system enables automatic judgement as to whether the actions should be made by the local cities, e.g, whether the roads should immediately mended. An establishment of a consortium is under discussion. The area covered by the report is expected to be broadened to include disaster prevention, crime prevention, tourism, and education.

 

The Q&A session included questions like the costs to be born to the local governments, aged people who are not used to deal with ICT tools, privacy protection, any who disagree with the idea within the city offices. Comments included more important would be the quality rather than increasing the number of cities.
