++Japan’s STI Policy NewsJapan’s Council for STI (CSTI), the STI policy decision-making body in Japan, convened on April 5, 2018. The following topics were on the table. (Translation responsibility: Kazuko Nakata @SciREX Center)
Agenda of the April 5, 2018 CSTI meeting (The 38th CSTI meeting)
1. Enhancement of Industry-University-Government investment in innovation
2. Expansion of medium- and long-term R&D investment
3. How AI makes Japan’s future
4. Establishment AI strategy implementation plan
5. Innovation creation in agriculture
Points of 1. Enhancement of Industry-University-Government investment in innovation:
- National universities (especially research universities) should get rid of relying the direct (non-competitive) research fund from the Government and establish strategic distribution of funds:
. Establishment of research environment by use of external funds
[50% of the national universities are relying on the non-competitive funds, which should be reviewed. 21% of the national universities take annual salary system.]
- The Government should review the direct (non-competitive) research funds and focus support for those universities that are enhancing reforms
