The Organisation for Economic Cooperation (OECD) has for three decades been an influential source of international science and technology policy. The OECD has generated foundational concepts such as the "national innovation systgem" and the "innovation policy mix," helped create institutions to abetter coordinate science and innovation activities across countries, and generated international standards in areas such as open science, genetic licensing, and biobanks. Policy work on key emerging technologies has been one focus of OECD work in thisvein, especially under the Working Party on Bio-, Nano-, and Converging Technology (BNCT). Led by the leader of the BNCT Working Party, this seminar will describe the current work programme, future directions, and intellectual developments. Current technology topics include neurotechnology, gene editing, the bioeconomy, and industry 4.0. Current cross-cutting topics include ethics and "responsible innovation," commercialisation, open science, and co-creation.

Davis Sinickoff, JD, MA, is Semior Policy Analyst and Secretary of the Working Party on Bio-, Nano- and Converging Technology at the Organization for Economic Cooperation and Development (OECD) in Paris. He came to the OECD from a tenured professorship in STS, bioethics and biotechnology policy at University of California, Berkeley, where he directed the Program on Science and Technology Studies. The work he leads at the OECD addresses policies for the responsible development of emerging technologies in areas such as synthetic biology, neurotechnology, gene editing, the bioeconomy, and convergent production technologies such as robotics and cyber-physical systems. He has over fifty publications in academic journals and other outlets. His articles have appeared in Science, New England Journal of Medicine, Nature Climate Change and the Yale Journal of International Law, among others. Winickoff served as a working group member on a U.K. Royal Academy panel on geoengineering and a National Academies of Science expert study on Gene Drives. He holds degrees from Yale University, Cambridge University, and Harvard Law School and was a fellow for two years at the Harvard Kennedy School. In spring 2018 he was Visiting Professor of Law at Sciences Po University in Paris.
