The GRIPS' Innovation, Science and Technology program (GIST) holds a series of seminars by STI policymakers or researchers involved in STI policymaking. This 92nd seminar will be given by Patric Liou from Taiwan who will talk about innovative technologycal development in industry sector, Taiwan government's STI policy, and cisizen's participation in the STI policymaking efforts. Attendance to the seminar is free as follows.

(as written by the speaker) The rapid evolution in science and technology and the advent of emerging economies joining the global production network has been bringing the competition pressure to global innovative technological industries. This means, for government, it will become more difficult to sustain the nation’s industrial competitiveness than ever, as well as sheds light on the importance of supporting industrial development through public policy, especially science, technology, and innovation (STI) policy. Governments around the world, however, are facing hardship fiscal condition and the growing discontent in the society, which implies that, on the one hand, government need to enhance the effectiveness of policy implementation, and on the other hand, listen more to the civic opinion when making policy. In this seminar, Patrick Liou will discuss two issues: the first is Taiwan’s innovative technological industry and the challenges it faces. Then, he will introduce three STI research methods that he and his institute used to assist the government in response to the challenges of the nation’s sustainable development. These methods are about technology foresight, evaluation of capability of key enabling technology development (KETS), and assessment of economic impact of STI policy.
